To solved the housing problem's of people of various categories in different regions of state Uttar Pradesh, Housing and Development Board (U P Avas evam Vikas Parishad) was formed on 6th April 1966 through Uttar Pradesh Housing and Development Board ACT-1965 (ACT number-01, 1966) with the approval of Uttar Pradesh Legislative Assembly, Legislative Council and President of India.With the adopted working system and above efforts made by the Board, Indian Standard Bureau has issued the IS 15700:2005 sevottam certification. Board is the only sevottam certified institution in State Departments and Public Undertakings/Corporation of state.

On 12th of December 2003, Management Development Centre was established to cater the needs of training, awareness and motivation of officers and employees of U.P. Avas Evam Vikas Parishad. On 16th of August 2016 the centre was further upgrade and restructured as Centre for Excellance and Training.

Board is dedicated to create new working culture and environment for its employees and also for the employees of State Departments/Undertakings and to make them aware with modernized technologies and planning procedure. Uttar Pradesh State Training policy circulated by G.O. No. 1/196 P&T cell -1999 Dated 15-11-1999 is adopted by U.P. Housing and Development Board and as per provisions of State Training policy, training programmes are being organised.

  • Enhancement in sensitivity for Socio-economic and Political Environment.
  • Conduct of duties and work as per constitutional provisions.
  • Capacity builiding in changed scenario.

Training Hall

  • A.C. equipped Training Hall with a capacity of 50 participants at a time for training purpose.
  • Computer projector with screen and laser pointers.
  • Facility of High Quality Surround Sound system with cordless microphone.


  • Fully A.C. and well maintained hostel with double bed room.

Dining Hall

  • Facility of A.C. modern dining hall and kitchen for meal and breakfast of 50 trainees at a time.


  • Fully A.C. Library facility for trainees in hostel.

Indoor Games

Training Program for Other Institution

  • Training programme/workshop for other institutions/departments will be conducted on the basis of their need and demand.
  • Capacity of 50 trainees and fully A.C. equipped training hall is available @ Rs.10000/- per day.
  • For staying purpose of trainees, A.C. and other facility equipped double bed room are available @ Rs.500/- per day.
